I have worked on similar requirements earlier. You can achieve this very well using Module Pool program. Create a module pool program with Table Control for direct/screen upload of data. In the same screen, you can create a button 'UPLOAD from FILE'. In the sy-ucomm of this button, you can write logic to upload data from file.
This way you can have single transaction for both the activities.
Alternately, you can also achieve this by modifying screen developed in the function group for table entry creation.
